The Chloré Fleet (クロレ艦隊 Kurore Kantai) is one of the many rogue Meltrandi fleets that rejected the influence of "culture" and opted to continue their warring lifestyle. The fleet's strength is allegedly five hundred times more powerful than the Macross 7 fleet. Their commander is Chlore, a former ace who once had a rivalry with Milia Fallyna Jenius during Space War I.

In A.D. 2045, the Chloré Fleet encountered the Macross 7 and the 37th Long Distance Colony Fleet and attacked. Sound Force tried to placate their forces at first, but the Meltrandi warriors proved very agile, so none of the Speaker Pods were able to find their mark. Suffering heavy damage from the fleet's unrelenting attacks, Sound Force had no choice but to retreat.
Milia Fallyna Jenius, who was now the mayor of the said fleet's residential area, City 7, came to negotiate along with Max, her former husband and captain of the escort forces. Their plan involved introducing human culture centered on relationships between men and women, marriage, conception and kissing to the Chloré fleet but it was met with fear and outrage as they refuse to negotiate with "Miclones". The two were soon taken hostage.
The other members of the Macross 7 fleet attempted to reason with them despite standing orders from the New United Nations Spacy high command to destroy the renegade Meltrandi fleet. Exsedol Folmo assumed leadership in Max's absence and intentionally ordered erroneous coordinates for the Macross Cannon's firing line to stall for time. Max and Milia's daughter Mylene Flare Jenius who was also a part of Fire Bomber and Sound Force, tried to win them over with the "Minmay Attack", but unlike the Zentradi forces before them, the Chlore Fleet's crew did not react to the song favorably and became erratic in the process.
Fire Bomber's Basara Nekki later takes matters into his own hands, embedding a large Speaker Pod into the flagship and sang his usual song, "Totsugeki Love Heart". At first, it seemed like the reaction was no different from Mylene's singing, but the whole fleet, including Tranquil, a young crew member serving as Chlore's adviser, was actually completely charmed by Basara and the ones who sortied pursued him in a frenzy of admiration.
